Instructions – please read carefully:
Here are the essay questions for your final exam, as we discussed in class.  Choose 4 of the 6 questions to answer.
For each question you choose to answer, do the following:

• Start each essay on a new page
• Put the number of the essay you are answering at the top of the page, and then restate the question verbatim.
• Each essay should be at least 1000 words in length. At the bottom of each essay, write how many words your essay is, and circle it (you may include the restatement of the question in your word count).
• These are integrative essays, therefore you must refer to at least 2-3 sources for each question. These may be from class notes you have taken based on class discussion, lectures, videos we have watched, or articles/cases you have read.  No additional outside sources are necessary, but if you do choose to use them, reference them in your paper and cite the outside source in a bibliographical note at the bottom of your essay.
• Be sure your name is on your exam. Please proofread very carefully. I will grade more strictly on grammatical mistakes in your final essays than I have during the semester.

ESSAYS

1. Independence has been a topic that we’ve discussed in different contexts during the semester, but in this question I want you to focus on the importance of independence to the standard setting function. Discuss how independence evolved during the tenure of our consecutive standard setting bodies (CAP, APB and FASB), and discuss the threats to FASB’s independence that occurred during the debates over accounting for stock options. (remember this is relative to the independence of the standard setters and the FASB)
2. Independence has been a topic that we’ve discussed in different contexts during the semester, but in this question I want you to focus on the importance of independence to the independent (external) auditor function. Specifically, discuss how (a) the deregulation of the accounting profession and (b) the growth of consulting services, impacted auditor independence.
3. The articles that you read about GE gave examples of earnings management that were legal, and examples that were illegal. Describe some examples of both.  Beyond the GE examples, give two more examples of ways to manage earnings which would be legal, and two more examples of ways to manage earnings which would be illegal.
4. You work for a CPA firm and are on an assignment for a client. During the course of your work, you become aware of circumstances that lead you to believe that the client is going to become much more profitable (or much more unprofitable) in the foreseeable future.  In what circumstances could you legally trade on that information?  Can you share the information with friends, family or acquaintances?  What are the gray areas that might occur in this situation?
5. Tell me what you’ve learned about the financial crisis. Please organize your thoughts before beginning to write.
6. Tell me what you’ve learned about the “Tone at the Top” and how it impacts the culture of a firm. Give examples.

Assignment Task
St Mungo’s is a charity and housing association working with people who sleep rough, people who live in hostels and people who are at risk of homelessness. St Mungo’s would like to open a new centre in a London borough. As an External Consultant, you have been asked to provide your opinion on the viability of this project.
Perform a PEST analysis on your chosen inner London borough to explore the viability of opening a new St Mungo’s in the area.
It is your role to make recommendations about the possible opening of a new St Mungo’s centre (should it open or not) you need to recommend what the centre should be like, if it were to open.
Additional Marks are awarded for the academic quality of the assignment
Ensure you reference appropriately, ensure that you demonstrate that you have looked at a wide variety of research and that you have used an appropriate structure for the report, it is important that you write about the keys issues, that you present your ideas formally and use appropriate language.
All answers need to be supported by the relevant research.

Points to consider:

• This assignment requires research in order to establish facts and reach new conclusions; being able to carry out research is a vital skill for you as a student and for you as a future employee/manager in Health and Social Care.
• The research for this task involves reading the JSNA and the CCG documents that have been created by your chosen London Borough e.g. Hackney, these documents outline who lives in the borough, they contain information about age and employment status. These documents also explain what the priorities are for the borough, for instance if they will be funding mental health projects or housing projects or dementia care for the next 5 year period, if they decide the focus is on Dementia care (in the JSNA document) then perhaps your recommendation will be not to set up a new centre in Hackney for homeless people because homelessness is not a priority politically.
• It is important that you read the JSNA documents and use them to help decide whether or not to set up a new St Mungo’s hostel in the area that you have chosen to research Page 3 of 3
• The structure of this report is important follow the template below: Introduce what a PEST is (write 2 or 3 lines about it)

Describe the charity and its aims (2 or 3 lines only)
Create the PEST table and include this table in your report, include 5 points in each section e.g. Political would have 5 clear points about your specific borough, taken from your research, repeat this in all 4 sections political/economic/social/technological.
